We are continuing to develop the Leicester Shire VCS L&S Consortium (VOCOLLS). Building further on the work VOCOLLS has already undertaken to expand the capacity of VCOs, by developing their staff, volunteers and management in enabling local communities to access learning provision. VOCOLLS will become a “Hub & Spoke” model for delivery of learning and skills development opportunities in community settings. Promoting learning and skills under the LSC agenda in the Third Sector, encouraging VCOs to become learning organisations. VOCOLLS will provide a single point for contracting and reporting, thus simplifying the administration for the LSC and opening up opportunities for smaller VCS organisations unable to handle the administrative burden. It will provide a single vehicle for capacity building and continue to develop quality assurance systems. VOCOLLS will provide a strategic voice to and from the LSC and will provide continuing workforce development within the Third Sector. VOCOLLS will also take an active role in the Economic Development activities within the city to ensure the county VCOs and their clients are able to engage with and take full advantage of the learning and employment opportunities which are being created.

Since July VOCOLLS has been involved in:

  • Developing suitable resources to comply with contracting obligations;
  • Raising the awareness of the new relationship VOCOLLS is developing with Voluntary & Community Sector organisations with an interest in learning and skills and their public and private sector equivalents particularly in working with the Leicestershire & Leicester City Learning Partnership through the County Local Learning Forums, the PCDL Partnership, the Public Sector Compact, the City Skills for Life Consortium, the Adult Learning Group and the Implementation Team.
  • The establishment of a working relationship with the Leicester City Strategy and Economic Development, ensuring the involvement of the VCS particularly through the VCS Economic Development Partnership (VCSEDP) and the Leicester Highcross Works marketing group.
  • 19 organisations have expressed an interest in being a provider or broker of learning & skills provision as part of the “Hub & Spoke” model and we await confirmation from another 11.
  • Being equal partners in 3 Regional ESF tenders for CPD/IAG, VCS Apprenticeships and Community Grants. The first tender is in partnership with the EM Centre of Excellence for Teacher Training, FE and Work Based Learning Providers across the East Midlands. The last 2 are joint East Midlands Consortia bids.
  • Gained a commitment regionally from the LSC for a regional approach to Management Information (MIS) including the assessment and implementation of a common system (Learnertrack). Also the development of a regional identity for the EM Consortia through the production of a regional portal/website and branding.

From January 2008, we will be contracting with VCS L&S Providers who have expressed an interest in being a broker or provider of Skills for Life, Apprenticeships/Work Based Learning (WBL) and Entry to Employment (E2E) opportunities until the end of this LID contract (31st March 2008).
