The Leicester Shire Compact on Learning & Skills
The first local Voluntary & Community Sector / Learning & Skills Council Compact

The Voluntary and Community Sector (VCS) in Leicester City and Leicestershire (Leicester Shire) are the first VCS in the Country to draw up an agreement or ‘Compact’ with their local Leicestershire Learning & Skills Council (LLSC).
The Compact will enable the VCS and the LLSC to support each other in seeking to realise their joint vision of a learning society in Leicester Shire: “a society in which everyone has the opportunity to go as far as their talents and efforts will take them, taking advantage of learning opportunities and participating fully.”
Launched on Wednesday 27th July the Compact was formally signed by Neil Lambert, Chair of the Leicester Shire VCS Learning & Skills Consortium and David Nelson, Executive Director of the Leicestershire LSC and witnessed by Voluntary Sector representatives and LLSC Council Members
Drawn up between VCS organisations and groups in Leicester Shire and the LLSC the Compact provides a framework that enables organisations to work together to mutually agreed standards. Whilst it is not legally binding, all member organisations agree to jointly pursue strategic aims that promote;
- Widening participation
- Developing the workforce of voluntary sector organisations, and
- Improving the quality and responsiveness of provision
