Programme of Change for Children & Young People's Services

A significant programme of change is happening across the country in relation to the planning and development of services for children and young people. The aim is to improve services based around five ‘outcomes’ for children and young people, described in the document Every Child Matters: Change for Children produced by the Department for Education and Skills (DfES 2004).
The five outcomes, seen as ‘key’ to children and young people’s ‘well-being’ and development through to ‘later life’ are:

• Be Healthy
• Stay Safe
• Enjoy and Achieve
• Make a Positive Contribution
• Achieve Economic Well-Being

The government believes that the Voluntary and Community Sector has an important part to play in these changes at both national and local levels and the DfES has produced another document, Every Child Matters: Change for Children – Working with voluntary and community organisations to deliver change for children and young people (DfES 2004) which talks about this. The document is around 40 pages long, but has a useful 7 page annex, outlining ‘Aims and actions’.

Central to the changes that are happening are the Children Act 2004 and the development of Children's Trust arrangements, the National Service Framework for Children, Young People and Maternity Services, and the Youth Matters Agenda. The Extended Services agenda is also important to know about which includes the deveopment of Children's Centres and Extended Schools.

The Children's Plan - Building brighter futures

The Children’s Plan – Building brighter futures (DCSF 2007) has recently been published by the Department for Children, Schools and Families. You can download a copy, a summary, a young person’s guide to the plan and also a version for parents/carers/families at:

The introduction to the plan begins by saying:

“The Children’s Plan sets out our ambitions for improving children and young people’s lives over the next decade and how we intend to achieve them. By 2020 we want England to be the best place in the world to grow up. Despite the progress we have made in the last ten years, achieving this will require new commitment over the long term and across all areas of Government policy.” (Children’s Plan, page 15)

Chapter 7 of the plan talks about “Making it happen”, with Children’s Trusts at the fore, driving collaboration and local action. The chapter includes mention of expectations in relation to voluntary and community sector (VCS) participation.

“ Going forward in the light of the Children’s Plan, we expect greater consistency in the involvement of all relevant statutory agencies, the full involvement of the voluntary and community sector in the commissioning function and as providers, stronger mutual relationships between Children’s Trusts and all schools and the fuller engagement of the wider community, including parents.” (Children’s Plan, page 148)
